To
build Guangzhou into an international metropolis is an inevitable outcome
of the new domestic and international economic and social development
pattern. Domestically: On one hand, the open policy has been widely
carried out throughout the nation, and other places may enjoy the same
preferential policies as Guangzhou dots. Therefore Guangzhou needs to
find new advantages; on the other hand, with the successful take-off
of the Zhujiang (Pearl ) River Delta, the transition from traditional
agricultural society to modern industrial society has been achieved.
A total of over 400 cities have formed the nation's most economically
developed and prosperous belt of cities, pressing for the appearance
of a leading city. Therefore Guangzhou is faced with real challenges
and favorable opportunities. Internationally: The world economic
development is showing a tendency towards internationalization and
regional intergration. No country's or region's development can
separate from the world economic development; In the coming 21st century, the Asian-Pacific region is likely to become
one of the areas where economy grows fastest in the world. The new
domestic and interntional economic development pattern sends a real
challenge to Guangzhou's development. Guangzhou's choice of becoming
an international metropolis not only conforms to the tide of the change
of pattern but also meets the objective requirements of overall economic
and social development, meets the needs of further deepening reform and
opening, and meets the requirements of Guangzhou's historical and actual
development. This choice will have profound and important strategic
significance in Guangzhou's development. It will help Guangzhou win
the initiative in economic competition, participate effectively in the
international cooperation with an appropriate division of labour,
and form a directional opening pattern of letting Guangzhou marching
toward the world and other parts of the world going to Guangzhou.
In addition, it can help Guangzhou to recreate advantages and achieve
unconventional development, and helps it to take a leading role in
economic development of the Zhujiang River Delta as well as the whole
nation.
To be built into a modern interntional metropolis, Guangzhou enjoys very
important inherent development conditions.
- Over the past 17 years since the initiation of reform and opening up,
Guangzhou has laid a solid material foundation, with an increasingly
strong overall economic strength. From 1980 to 1993, Guangzhou's GDP
increased by an average of 13.98% annually, and its financial revenue
increased by an average of 16.4 % annually. In 1980, Guangzhou's GDP
amounted to 5.8 billion yuan which was 63.8% and 42.9% that of Beijing
and Shanghai respectively. Up to 1990, Guangzhou's GDP reached 31 .96
billion yuan which was 63.8% and 42.9% that of Beijing and Shanghai
respectively. In recent years, Guangzhou's economic strength is
growing steadily, ranking third in the nation. The steady and fast
growth in economy has increased Guangzhou's development force and
has enhanced its regional position, thus making it one of the
nation's major cities with strongest force for opeing up. During
the past 17 years, since the commencement of reform and opening up,
Guangzhou's development speed was 12.2%. Guangzhou has decided on
a thirteen percent development rate for the next 10 years odd. Therefore
the fulfilment of the target of building it into an international
metropolis is realistic and hopeful.
- Guangzhou has already become the centre of commerce, finance,
communication, culture, science and technology in South China. With numerous
commercial networks, complete ranges of trades and smooth circulation
channels, Guangzhou has quick access to information and strong power of
radiation. A pattern of big market, big circulation and big commerce has
taken shape.The number of people owning commercial and catering and service
enterprises within every 1000 and the total number of people working in
commercial service sector ranks first among the ten major cities in the
nation, close to the figure of such metropo-litan cities as Hongkong and
Singapore. Guangzhou's financial sector is developing fast. In Guangzhou,
there are more than 2000 financial organizations, and on average every
3000 people have one, with a density close to that of Hongkong. Foreign
banks came here to open offices one after another. A relatively
complete range of financial system has already formed. Guangzhou has
become the central city in South China, which has greatest financing
ability. In recent years, Guangzhou has gradually increased its
investment in communication, transportation and telecommunication,
having established a widely extending and well connected
comprehensive communication network. In telecommunication, its
local telephones are all computer-controlled, and netting between
the telephone lines in the counties under the city and those in
the city proper has been realized. The nation's largest full
automatic paging system has been established in Guangzhou. IDD
can be made to more than 240 countries and regions.
International express mail can be delivered to over 170
countries and regions. The investment in science and
technologies has been on the increase. For the time being,
there are more than 400 state-run scientific and research
institutions employing over 300,ooo scientific research
people of various specialities, accounting for 60% of the
total in the province. In addition, there are also many
research institutions run by the local people. International scientific
and technological cooperation and exchange has been further strengthened.
Its cultural undertakings have also boasted a sound foundation.
- With Hongkong and Macao in its vicinity, Guangzhou boasts a mountain
( Baiyun Mountain ) and a river ( Pearl River ), enjoying favorable climatic
and geographical conditions. In today's world, there are two main trends --
peace and development, which create a favorable external environment for the
Asian-Pacific region to achieve a steady and fast economic development. With
the recovery of Hongkong and Macao, Guangzhou's radiating effect in the
Asian-Pacific region will become increasingly great. Meanwhile, it will
