In order to build Guangzhou into an international metropolis, we must adhere to the principle of high starting points and high standards, and with a scentific attitude pay special attention the construction of both the hard and soft environments for a metropolis. We should not only make full use of the internal features of the metropolis but also improve the supporting facilities of the metropolis.
Over the next 15 years, Guangzhou shall attain the following economic objectives: the GNP amounting to 200 billion yuan increasing by an average of 13% annually; its GNP per capita reaching 26,000 yuan increasing by an average of 11% annually; the ratio between the three major industries being adjusted to 2 :38:60; the total value of social business sale amounting to 380 billion yuan increasing by an average of 20% annually; the export value reaching over USD 13 billion, accounting for about 40% of the GNP; using over USD 5 billion in foreign capital; the rate of contribution of scientific and technological progress to the economic growth being 60%; the urban green acreage being over 35%; the average per-capita income leased by urban and rural inhabitants for living expenses coming to 10 ,000 yuan or so.
Urban construction of Guangzhou over the next 15 years: The urban area will amount to 555 square kilometres, and the present intensive structure will be changed into a diffusion structure; The old urban district shall be renovated, and the new downtown area marked by Zhujiang New Town which occupies an area of 6.3 square kilometres will extend southward; All kinds of high-standard modern urban infrastructure system and supporting facilities will be constructed; A well laid-out modern international metropolis with graceful environment will be constructed.
Communications and telecommunications of Guangzhou over the next 15 years: Communications on the sea, on land and in the air will be connected with international routes and passes, and airports and harbours shall be constructed into world-level hub with modern facilities and modern post and telecommunication system will be established. There will be local telephone switching systems with a total capacity of 3 million telephone lines, 300 thousand mobile phone subscribers, 1 million pager subscribers, and 200 local post and telecommunications branch offices.
Citizens of Guangzhou 15 years later: They shall have the sense of metropolitan citizens and the image of world citizens; They shall have relatively much knowledge of science, technology,foreign languages, computer, and the ability of picking up and making use of information. Besides, they shall be well educated and cultured; They shall be modern civilized citizens with good behaviour and high norm of conduct.
In September 1993, Guangzhou was admitted as a member of the " World Metropolitan Association", the first of its kind in China. Can Guangzhou's magnificent target of becoming a modern international metropolis be achieved in 2005? Guangzhou's task is heavy and its road is long. However, it is a long cherished goal for Guangzhou people, and Guangzhou will take great pride in making this period of history!
