A Brief Introduction to The Development Zones

At present, there is one development zone at national level and eight development zones at provincial level in Nanjing, i.e. Nanjing New and High Technological and Industrial Development Zone(at national level), Nanjing Economic and Technological Development Zone, Jiangning Economic Development Zone, Lishui Economic Development Zone, Luhe Economic Development Zone, Jiangpu Economic Development Zone, Dachang Economic Development Zone, Gaochun Agricultural Development Zone and Pearl Spring Tourist and Vacation Zone. By the end of 1995, the area developed in these nine development zones at provincial level and above is 20.85 square kilometres; the funds invested in the infrastructure amounts to 1.28 billion yuan in total; the projects approved in these zones are 1406 in total. Among them are 433 projects using foreign investment. The total revenue from technology, industry and foreign trade in 1995 amounted to 8.79 billion yuan, and the income from tax interest and foreign exchange reached 1.28 billion yuan and 89.53 million US dollars respectively.

The main characteristics of the construction of these development zones are as follows:

  1. Drawing up the development blueprint with high standard. All development zones have drawn up their own overall planning in coordination with those of the city or towns on which they rely respectively, so that the development is preceded by planning.
  2. Moderate area of the zone at the beginning. If the area of the zone at the beginning is too large, the financial burden will be too heavy to bear, but if the area is too small, it will be unfavourable to the development. The average area of the development zones in Nanjing at the beginning is 1.22 square kilometres.
  3. Less cultivated land is used to so as to save arable land. During their construction, all development zones in Nanjing do their best to use more non-farmland and mountain slope instead of cultivated land, or use cultivated land as litle as possible.
  4. Early starts are possible in the construction of infrastructure. These development zones raised funds through multiple channels such as financial loans, bank loans, sales of land use rights and collection of funds. They concentrated the funds on the important projects of infrastructure and kept hold of it.
  5. These development zones have introduced a number of large projects. By the end of 1995, these 9 development zones at provincial level and above have introduced 60 large projects each with an investment of more than 5 million US dollars.
  6. Establishment of an administrative body with fewer administrative levels, capable staff, high efficiency and will be well received by foreign investors.
Nanjing New and High Technological and Industrial Development Zone founded in 1988, is the only new and high/tech industrial development zone at the national level in the Nanjing region. This zone is composed of industrial areas, finance and trading areas, Taiwan businessmen investment areas, teaching and scientific research areas etc, with a total area of 16.5 square kilometres. In addition, a scientific and technological street of 8 kilometres long has been opened up in the downtown district of Nanjing.

Nanjing Economic and Technological Development Zone covers an area of 9.73 square kilometres. Within this zone, there are bonded warehouse areas, export processing areas, finance and trading areas and an administrative center. It is close to Nanjing Xinshengwei Foreign Trade Port, the largest modernized foreign trade port along the Yangtse River.

Jiangning Economic Development Zone is 7 and 18 kilometres from Nanjing proper and the Nanjing International Airport under construction respectively. The planned total area is 15.5 square kilometres and the transportation and communication thereof are very convenient.

Lishui Economic Development Zone is 47 and 16 kilometres from Nanjing proper and the Nanjing International Airport under construction respectively. It covers an area of 7 square kilometres and is linked with the Yangtse River and the Taihu Valley by waterways.

Luhe Economic Development Zone covers an area of 10 square kilometres in addition to Guabu industrial development zone and the Yangtse River port economic development zone. It is 30-40 kilometres from Nanjing Railway Station, Airport and Harbor.

Jiangpu Economic Development Zone is adjacent to Nanjing New and High Technological and Industrial Development Zone. It covers an area of 461 hectares and is 16 and 26 kilometres from Nanjing Railway Station and Airport respectively.

Dachang Economic Development Zone covers an area of 4.9 square kilometres, in which there are many giant enterprises, sufficient raw and auxiliary materials, equipment, technology and power support.

Pearl Spring Tourist and Vacation Zone is located 5 kilometres to the north of the Nanjing Yangtse River Bridge and covers an area of 11 square kilometres. Thereis a villa area, sight-seeing area and comprehensive service area. It is 10 and 16 kilometres from Nanjing Railway Station and Airport respectively.
