Prologue

¡¡¡¡For the 20 years since China enacted its policy of reform and opening to the outside world, the society and economy of Zhejiang have undergone historical changes. During the period, construction of key projects has also achieved distinctive merits. By June 1998, the accumulative fulfilled investment accounted for £¤62,600 million, with 111 completed projects. A large group of important infrastructure projects has been built, with a great number of productive forces added, which formed a steady substantial basis for the implementation of the socialist modernization construction in the province. In next five years, among the key engineering construction of our province, we will devote ourselves to the project of "Five 1,000s", i.e., 1,000km standard sea embankment in the coastal region, 1,000km Qiantang River valley standard river embankment, 1,000km high-grade road, 1,000 tens of thousands of kilowatts of electricity generating installed capacity, 1,000 tens of thousands of person-time of annual airport passenger flow, so as to create new advantages in economic development and investment environment.

The following is the description of several representative key construction projects.


Eastcom Town
¡¡¡¡By combining high technology with industry and tourism, Eastcom Town is located in Zhijiang Technological Center of Hangzhou High and New Technologies Development Zone, with total investment of £¤495 million. The construction will be executed by two stages. After its completion, the Town will become a top-ranking and century-spanning modern production base for the communication industry of China.


Second-Stage Expansion Project for Oil Refining Capacity of Zhenhai Oil Refining & Chemical Plant
¡¡¡¡After its completion, the project will increase the oil refining capacity of Zhenhai Oil Refining & Chemical Stock Co., Ltd. by eight million tons annually, thus making it the largest oil refinery in China. The project adopts internationally advanced technologies on a large scale, which will greatly increase technical content of the refining equipment and technology of the plant and take an important role in improving the company's product structure, enhancing market adaptability and increasing economic benefits.


Qinshan Nuclear Power Station
¡¡¡¡The first-stage of 300,000kw Generator Set of Qinshan Nuclear Power is the first nuclear power station designed and installed totally on our own. Its establishment and being put into production indicates the ability of self-designing, self-construction and self-management of Chinese nuclear power industry has reached quite a high level. The second-stage of 600,000kw pressurized water reactor nuclear power generator set with total investment of 14.2 billion yuan is under construction smoothly since its commencement on June 2, 1996 and is estimated to be finished in 2000.


Container Dock of Beilun Harbor
¡¡¡¡The total investment for the reconstruction project of the Container Dock of Beilun Harbor accounts for approximately £¤260 million. The project will increase the capacity of container handling by 0.3 million standard containers.


The Provincial Old People's Recreational Center
¡¡¡¡The total construction area of the center accounts for 9,300m2, with investment of £¤32.3 million. It was handed over and put to use on the Chongyang Festival (the ninth day in the ninth month in lunar calendar) of 1997. The Center provides a good place for exercise and recreational activities for old people in the province and is warmly welcomed by them.


Tianhuangping Pumped-storage Power Station
¡¡¡¡The Tianhuangping Pumped-storage Power Station is located in the boundary of Anji County, with a total installed capacity of 1,800,000kw. It is currently the largest pumped-storage power station in Asia. The total investment of the station is estimated to account for £¤7,118,000,000. In June 1998 the first machine set was put into trial production. The construction will be completed by June 2000.


The New Building of Zhejiang Library
¡¡¡¡The newly-built new building of Zhejiang Library is by now the largest cultural construction facility in the province. The building is located by the Yellow Dragon Scenic spot of the picturesque West Lake Scenic District, with a total area of three hectares and construction area of more than 30,000m2. The new library is equipped with functions such as electronic inquiry, electronic reading, open-shelf lending, close-shelf book collecting, category consultation, audio-video services, microfilm reading, academic communication, internal business flow.


Jinhua-Wenzhou Railway
¡¡¡¡The 251.5km long Jinhua-Wenzhou Railway is a regional railway constructed jointly by the province and the Ministry of Railway. It was completed and put into operation on June 11, 1998. Its establishment created a new transportation artery for the development of regions in west Zhejiang, which will promote the resource exploitation of southwest Zhejiang and form a new economic development belt.


East Zhejiang Sea Embankment
¡¡¡¡The total length of East Zhejiang Sea Embankment Project is 1,680km, starting at Shangyu and ending at Cangnan, among which there are 955km sea embankment protecting more than tens of thousands of mu of farmlands (thousand of mu in Zhoushan) and important cities and towns. The project will be completed in 2003, after which the sea embankment protecting tens of thousands of mu of farmlands can prevent high tide that takes place every twenty years. The anti-tide capacities of cities including Taizhou, Wenzhou, Yuhuan, Yueqing and Rui'an are increased to prevent high tides occurring from every 10 years to every 20-50 years.


Wenzhou Bridge
¡¡¡¡Wenzhou Bridge is the key control project for the Wenzhou Sector of Ningbo-Taizhou-Wenzhou highway. With the total length of 1.71km, it is by now the longest bridge in all highways of China. It was completed and open to traffic in May 1998, reducing more than 20km of the voyage entering Wenzhou compared to making a detour by going through the Oujiang Bridge.
