The Jinhua's infrastructure construction such as transportation, communications, power industry, has obtained comparatively fast progress. The investment environment has been improving day by day.

Jinhua belongs to Huadong power net. Now it has formed a power net structure with 500 kilovolt, 220 kilovolt and 110 kilovolt as the main power net, 35 kilovolt and 10 kilovolt as the supporting net. Each county (municipality) has its own water plant, with enough water for daily life and industry as well. The Jinhua Municipality telecommunications has established a local telephone network, all counties (municipalities) can use one unified area code of 0579. The City can have direct line with more than 180 countries and regions in the world; the mobile communication, data-communication have also made speedy development. The SDH light cable line project has been completed smoothly. Jinhua city will become the light cable pivot point in the middle region of Zhejiang province.

In 1997, the total export of industrial products amounted to 4.23 billion yuan, covering over 230 kinds of products. Since 1985, Jinhua has been working on establishing foreign-funded enterprises. During the ninth five-year plan period, the city has approved a total of 659 foreign-funded projects with a contractual foreign fund of 608.64 million US dollars. Now 399 foreign-funded enterprises have been founded with an actual investment of 159.65 million US dollars. Jinhua has raised foreign loans totaling US$ 48.2034 million from International financial organizations, foreign governmental institutions and international commercial institutions. Along with the increasing level of opening-up, Jinhua's foreign-oriented economy will continue to maintain strong development dynamics.

Those key projects with an investment of above US$ 10 million will not only enjoy the preferential policy of " two years' tax exemption and three years' half exemption", but also can have 50% refund of the enterprise income tax which had paid to the local authorities after having the approval from the local government .

The foreign-funded projects in agriculture (including farming, forestry, animal husbandry, side-line production, fishery, and processing industries) which will operate for more than 15 years or more can enjoy the following preferential policies:

1. Since the year in which enterprise begins to have income, after having the approval from the governmental organizations above county (municipality) level, the total amount of agriculture tax and agriculture specialties tax paid by the enterprise in three years will be refunded completely.
2. Since the year in which the enterprise begin to make profits, it will enjoy 100% exemption of enterprise income tax in the first two-profit making years and a 50% reduction in the third, fourth and fifth years . After the tax being paid, the enterprise can apply to and get the approval from the government organizations above county (municipality) level to get income tax paid to the local authorities refunded from local financial department based on the tax receipts. 50% of the enterprise income tax paid to the local authorities in the sixth to tenth years by the enterprise will be refunded after having the approval from local government. As to those which are approved as modern agriculture projects with new and high-tech can enjoy policies even more preferential.

1. After having the approval from the related authorities, the enterprise may pay its income tax at the rate of 15%.
2. For those who will operate for 15 years or more , after having approval, from the first profit-making year, the enterprise income tax paid in the first five years will be refunded totally, 50% refunded from the sixth to the tenth year.
3. The traffic and transportation projects constructed and operated by foreign investment will enjoy the priority to use the land under the same condition with other enterprises.
