Zhejiang has long been noted for the high level and complete nature of its education. In 1998, on the basis of the establishment of universal nine-year compulsory education and the near-elimination of illiteracy among young people and adults, the province further improved its educational system, which is from childhood education to higher education, and ombines general education with adult education. At present in the province, there are 148 people per 10,000 who have educational level of college or university.
In 1998, there was coordinated development in various kinds of educational undertakings in the province. The rate of primary school graduates going on to middle school is 99 percent, the junior high school attendance rate is 95 percent, and the rate of junior high school graduation is 99.3percent. Senior high school education developed quickly. At the moment, there are 167,000 students in 150 specialized secondary schools and 433,000 students in 603 middle schools, and the rate of junior high school graduates going on to senior high school is 60.7 percent. There are 114,000 undergraduates and two-or-three-year-term students and 5,991 graduate students in 32 colleges and universities, and 113,300 students in higher education courses for adults in 28 adult universities. At the moment, the province's institutions of higher learning offer 109Ph.D. programs and 256 masters programs. Among Zhejiang's universities, four have been authorized to confer Ph.D. degrees, and fourteen to confer master degrees. The former Zhejiang University, Hangzhou University, Zhejiang Agricultural University and Zhejiang Medical University have been merged into the new Zhejiang University, which has set up the most complete system of disciplines and departments and has become the largest institution of higher learning in China. Meanwhile, there is a steady development of the province's adult education. In 1998, a total of 2.62 million workers, staff members and farmers were taught or trained at all the urban and rural cultural and technical schools, and 108,000 students studied medium education courses for adults. 440,000 people registered for self-taught examinations in 52 subjects, and this number of registrations was the highest record. The provincial government has worked out a series of policies to encourage the setting up of non-government-run schools. At the moment, there are 10,800 non-government-run schools educational institutions, among which 358 are primary and middle schools with a total of 132,400 students.
The number of teachers in the province has been raised and teaching quality has been improved, in coordination with the development of all types of educational goals. In 1998, there were a total of 315,000 on-the-job teachers at the province's primary, middle, specialized secondary schools and colleges and universities, among whom 60 percent at specialized secondary schools and 76 percent at colleges and universities, had obtained advanced or medium professional titles. Last year, 75,000 middle school teachers and 145,000 primary school teachers received in-service training at all-level teachers' training organizations. In 1998, the provincial government set up the "Meritorious Teacher Prize", and 13 teachers were awarded the first "Meritorious Teacher Prize" of the province.
