Aling with its opening to the outside world, Zhejiang is continuing to increase its exchanges and cooperation with the outside world. In 1998. the province sent 9,737 delegations, involving 30,955 members, to 109 countries and regions in all parts of the globe. At the same time, the province received 25,585 groups from other countries, and Hong Kong, Macao and Taiwan, involving 88,351 members. The province and its directly administered cities have set up friendship and sister-city ties respectively with 40 and 36 provinces and cities in 21 countries , including Japan, South Korea, the United States, Germany, Great Britain, France, Brazil, the Philippines and Australia. These ties of friendship have enhanced understanding and friendship between the peoples.
Science and technology circles in Zhejiang have established exchanges and cooperative relations with their counterparts, both official and non-governmental, in major developed countries and in some developing countries Each year , there are over 2,000 foreign experts and visiting scholars coming to Zhejiang, engaging scientific and technological exchanges with Chinese counterparts; while over 1,000 scientific and technological experts of Zhejiang are sent abroad for exchange and co-operation.In 1998, the province hosted the following large-scale international science and technology exhibitions: the International scientific Research and Medical Treatment Instruments Technology Exchange Exhibition, the International Environmental Protection Technology Exhibition, and the International Information Technology Exhibition. The province's Science and Technology Committee has engaged in 28 kinds of international science and technology cooperation programs. In addition, the United Nations and other international bodies have cooperated with Zhejiang to set up scientific research bases. Among them are China Paddy Rice Research Institute, the International Center on Small Hydro Power, Hangzhou Bearing Laboratory, Hangzhou Light Building Materials Research and Development Center and the Pediatric Physical Growth and Mental Development Research Center.
The year 1998 witnessed Zhejiang further expand its international educational exchanges. The province's educational system has set up 221 educational exchange relationships with schools and colleges in 25 countries and regions, including those in Japan, USA , and Germany. In 1998, Zhejiang enrolled over 800 foreign students, and invited 418 foreign experts, and sent over 450 people abroad for educational exchange and cooperative research.
Fresh progress was also made in the same year in the fields of cultural and media cooperation. A total of 541 people were sent abroad as members of 52 cultural and artistic exchange troupes, and 1,172 people in 57 groups representing various cultural and artistic fields were received from abroad. Meanwhile, 230 journalists from foreign countries, Hong Kong, Macao and Taiwan arrived in the province upon invitation. Meanwhile, Zhejiang's print media and radio and television circles have continually developed exchange relationships with the mass media in Japan, the USA, Great Britain, France, South Korea, Singapore and other countris, promoting the exchanges in articles and programs, and cooperation in film making.
In 1998, the international sports exchanges did not lag behind, as the province improved its facilities so that it could host important international sporting competitions. The province totally dispatched 60 teams representing various items of sports and consisting of 184 members to 25 countries and regions. At the same time, it received 25 sports teams consisting of 272 persons from 15 countries and regions. Zhejiang also hosted the '98 West Lake Osmanthus International Marathon, the International Female Basketball Invitational Tournament and Zhejiang-Sizuoke Youth Football Game, among other international sports exchange activities.
