At the turing point to the 21th century, Zhejianghas worked aout a stratedgic plan to basically accomplish the modernization ahead of time. The plan is, by the year of 2005, to basically accomplish the modernization in nearly one-third of the municipalities and counties; by 2010, in nearly two thirds; and by 2020, in the whole province.

The next five years are the crucial time to lay a solid foundation for Zhejiang to basically accomplish the modernization ahead of time. The major targets of economic and social development are as follows:

The economy will increase faster than the nation's average level, and its economic standing and comprehensive strength continue to lead the country. The stategic adjustment will make rapid progress. The improvement of science and technology will contribute a lot to the increase of the economy. The technological level, economic benefit and competitive ability will make bigger strides forward. The infrastructure will be further improved. The proportion of tertiary industry in the province's national economy will be obviously raised, and the tertiary industry will develop with a high speed and high quality.

The province wil give impetus to the reform and opening up progress, and basically set up and gradually improve the socialist market economy system. In will make further adjustment and improvement of ownership structure and distribution system, and further perfect the market system and the social security system. It will raise the level of foreign-oriented economic development, and basically set up an operation system meeting international standards, so that its opening up can further promote the province's economic and social development.

The social civilization level will coordinate with the economic development level, and the people's ideology and moral concepts and the level of science and education be further improved. Well-to -do families in most areas will become richer, and poverty released areas become well-off. The course of urbanization will be quickened, and cities' ability to promote economic and social development be strengthened. The province will adhere to the sustained improvement of ecological environment in key areas and municipalities, and the population growth be efficiently controlled. The democratic and legal systems will be further perfected. The social political situation will continue to remain stable.

In accordance with the above mentioned development targets, the six respects of the economic and social development in which Zhejiang will make big strides are as follows:

The province will strengthen the agricultural basis, and accelerate the modernization of agriculture and rural areas. Concerning the development of profitable agriculture, it will actively adjust and optimize the industrial structure of agriculture, and give impetus to the industrialized agriculture. In addition, it willimplement the strategy to invigorate agriculture everywhere by applying scientific and educational advances, and strengthen the construction of agricultural infrastructure with the emphasis on water conservancy, and improve the rural industrialization and the construction level of small-sizes towns.

The province will vigorously adjust the economic structure, and improve the comprehensive competitive ability of the economy. Zhejiang will strengthen the competitive ability of secondary industry, and foster several large-scale enterprise groups, and a list of small-scale giant-like enterprise, to accelerate the province's development. It will raise the proportion of the four major industries of machinery, electronics, chemicals and pharmaceuticals in township-level and above industry from 36 percent to 46 percent. Meanwhile, the province will devote efforts to developing tertiary industry, and raise the proportion of tertiary industry in the national economy from the present 32.7 percent to some 40 percent. It will also strengthen the construction of infrastructure, and establish a list of key projects of traffic, electric power, water conservancy, and agricultural bases. Zhejiang will quicken the pace of urbanization, and make great efforts to raise the province's urbanized level to 50 percent in ten years or so. It will make efforts to establish an economic development structure in respective regions, and obtain sustained economic and social development.

The province will vigorously give impetus to the reform and opening up, and create once again the new advantages of development. It will further adjust and improve the ownership structure, and promote the competitive abilities of state-owned economy. It will develop and strengthen the urban and rural collective economy, and further encourage the development and improvement of individual economy and private economy. It will actively strengthen the coordinated reform of investment, funds circulation, housing, endowment insurance and medical insurance systems. It will further raise the level of opening up. It will participate on its own initiative in the Yangtze River Delta regional cooperation with Shanghai in the lead.


The province will carry out the strategy of rejuvenating the province by applying scientific and educational advances, and enhance the reserve strength of development. The province will deepen the systems reform of science and technology and education, and increase the investment to closely combine science and technology and education with economy. It will gradually set up a creative system of technology with enterprises as its mainstays, and with the help from institutions of higher learning and scientific research institutions. It will establish the modern educational system to train high-quality laborers and personnel with professional skills, through government-run education first, and widespread participation in the society. Then the development level of science and technology and education will fit in with the development level of the economy. It will vigorously develop the new and high-tech industry.

The province will strengthen the socialist cultural and ideological progress to give impetus to the modernization. Zhejiang will continue to put into effect the "Outline of Socialist Cultural and Ideological Progress of Zhejiang Province" and " Cultural Development Progress of Zhejiang Province". And it will vigorously advocate social ethics, vocational ethics, family virtues and a scientific, civilized and healthy life style. Thus, it can raise Zhejiang's cultural and ideological progress onto a new level.


The province will make efforts to administer itself by the operation of law, and will improve democratic and legal systems. The province will further improve the system of people's congress. It will strictly enforce the administration according to law. It will comprehensively implement the policy to separate government functions from enterprise management. It will perfect the autonomy system of urban and rural residents. It will put the operation and management of the province's economic, social and cultural and other undertakings on the track of rule law.
